Please stop making DVDs that only play one section and then return to the menu. Find someone who knows how to put a 'Play All' button in your menu.

Why not use an application like Handbrake and burn DVDs to you computer making each chapter an individual file. Then you can delete the fluff and just watch the 'meat' of the DVDs. Plus, if you use something like Google Drive, you can watch the videos on any device you are using Google Drive. I can watch my DVD's files on my PC, phone, tablet, home or work computers.

I don't think it is illegal to burn copies for your own usage, such as a backup set, as long as it is just your use. Now if you sell them or give them away that is another matter and is illegal.

There are different local laws as far as I know,
some people seem to specify things about copies and allowances but as far as I know you can't do that, it's like making up a law it's the same as copying a CD to put it on your iPod handbrake might not fix all the problems though, if they are added as different titles they will all appear as separate sections to rip

I don't condone illegal copies or distribution of someone else's copyrighted material. I burn my DVDs and put them on my bookshelf. I do not share, distribute, or in any way distribute my copies of the files I've burned. That said, I actually look at my burned files since they are so easily accessible.

Not sure if many posting here would condone illegal copies?...
as has been discussed here, the ones who download illegally probably aren't the ones performing (we can hope anyway)
