It depends on the software that was provided with your webcam.

But, basically as long as you can capture a picture using the software, and it lets you save it somewhere, all you need to do is resize it to 100x100 pixels. It has to be a GIF or JPG, so if the software doesn't save it as either of these, you have to convert it.

To do the converting and resizing, you can download something like Paint Shop Pro. A trial version is available at:
