That illusion is called "Op-Art", and is the creation of Jim Steinmeyer. Willie Kennedy is the only authorized builder for it. No plans are available for it.

I'm not claiming to be an expert but the Op-Art in the clip looks suspiciously like the unauthorised cut-price version offered by China Magic.
