Short answer is NO most self employed cannot draw unemployment. This is because they have not paid unemployment insurance tax.
But as a business owner, you may qualify for unemployment insurance benefits IF you have paid yourself a salary and Social Security, Medicare and UNEMPLOYMENT TAX were withheld from your check. You have to be paid into the system to draw from it. Rules as well as amounts differ from State to State, so be sure to check within your own State by contacting the unemployment office. It’s not clear yet but it sounds to me like the government is going to help with loss income for the self employed. This is to be more than just loans. Tom

Tom great point. The answers for this might not be the traditional answers once it is all said and done.
What you said about withholding is also true. Just more reasons to actually run a business and not just a hobby. Also keep track of lost income as federally there may be something you can do with that. Keep track of refunds and anything you can keep track of. By the time it is all said and done it might all help.

It certainly sounds like the independent contractors may be included.
This reads that way: “This bill creates a new program, called Pandemic Unemployment Assistance, that extends benefits to gig workers, contractors and others who wouldn't otherwise qualify for unemployment compensation but cannot work due to the coronavirus emergency.
