I think it's just too much of a risk. 1) Booking a lot of the acts and organising the whole thing. And then it turns out that we can't relax the rules. All that work, time and effort etc. is gone to waste. 2) There would still be a large number of people that would be hesitant to mix in large crowds.

If you bought a ticket which has been deferred to next year then you will be able to attend this year's convention at no charge. How good is that!
