Could this be cheating? Possibly. However keep in mind that every sport has their share of fanatics who will do something like this even with no money involved.

As I recall, a long time ago a fellow was caught using a sonic device at the racecourse which was built into a pair of bins and it caused racehorses to swerve. That is the only thing that I can think of that is a similar thing to this laser’ incident.
