The spectator can name any card and later can name any number from one to 13.

A spectator names any card. The first shill names the position (which is dealt from the top of the face down deck) that reveals the card value and the second shill names the position (dealt from the bottom of the deck 1, 2, 3, 4 etc) that when that card is turned face up reveals the suit.

This deck is constructed with the first 13 cards using a Harry Riser type mnemonic pairs scheme.

The bottom 14 cards would have indifferent cards in positions 43 through 52 and would have a spade in position 42, a heart in position 41, a club in position 40, and a diamond in position 39. This so the second shill can quickly add 10 to the SHCD number and announce the position.

During the performance I would make sure the two cards (the value card and the suit card) remained face down so a verbal buildup can be done before the final reveal of the two cards.

Actually I would also have a spade in position 52, a heart in position 51, a club in position 50, and a diamond in position 49 (this so if doing the trick a second time and the spectator happened to name a card of the same suit as the previous time then the shill can say a different number).

Well why not have the same 4 card SHCD suits in positons 29 through 32 and why not also in positions 19 through 22. of course when counting from the face-up deck the numbers ending in 1, 2, 3, 4 will correspond to the suits SHCD.

The physical deck:
Here are the first 13 cards that I whipped up, but you can use your own pairs scheme followed by indifferent cards (the X's) and strategically placed cards in SHCD sequence when counting forward from a face up (bottom of the) deck.

8S, 5H, 10C, KD, 2S, 9H, JC, AD, 6S, 3H, 7C, QD, 4S, X, X, X, X, X, D, C, H, S, X, X, X, X, X, X, D, C, H, S, X, X, X, X, X, X, D, C, H, S, X, X, X, X, X, X, D, C, H, S

My Memory scheme:
A-8 sounds alike, dead man's hand (aces & 8's)
2-5 they are mirror images
3-10 three pyramids look like tents
4-K King playing golf yells four
6-9 twisted 180°
7-11 jack robbing a 7-Eleven store
Q widowed Queen (no mate) position 12 within thirteen cards.

Example:
Spectator says nine of clubs.
First shill knows the pairs so he says position 6.
The magician deals five cards and then the sixth card face down toward the spectator.

The second shill knows that clubs is 3 so he says any number (from 1 to 33) that ends in three ie 3, 13, 23, 33.

The magician turns the deck face up and deals cards to that position and then pushes the card at that named position forward face down toward the spectator.

Then with some buildup the magician turns over the two cards revealing the value and the suit.

To go from number to card can also be done.
Have the spectator name a number from one to 13.
The first shill then names a card name but not its suit (well actually the first shill could also name the suit by dividing by 4 and using the remainder but I think it looks better to have the second shill do the suit).

This second shill divides the spectator's number by 4 to get a remainder.
Based on the remainder the second shill applies SHCD and then says the appropriate number that ends in 1 or 2 or 3 or 4 so the second card can be dealt to from the face up deck.

Note that in the first 13 card pairs group that the pairs are not necessarily of the same suit. This is because the deck is rotating through the four SHCD sequence so the second effect where the spectator names a number, the second shill can determine the suit based on the named number divided by 4 (uses the remainder to determine SHCD).

Of course this trick could be done with just one person as the shill and have them say the two numbers.

I think the stack should be changed a little bit and change the algorithm so that the first shill would add 10 to the partnered pair (I think it will look better to have the shill name a number 11 through 23 rather than 1 through 13).

First shill knows the pairs so he knows that nine is paired with six therefore six plus the constant 10 is position 16 so he says "sixteen".
The magician deals 15 cards and then the sixteenth card face down toward the spectator.

The second shill knows that clubs is 3 so he says any number (from 1 to 23) that ends in three ie 3, 13, 23.

I would also have a blank playing card sized dry erase card and a small dry erase pen for the spectator to write their two character card name so that at the end there are three cards to be compared ie the dry erase target card, the first shill value card, and the second shill suit card.
