Does anyone know who's effect this is and what it's called ?

There are many variations based on Howard Adams's "Ramasee principle".
Mitsunobu Matsuyama (famous for his eponymous principle) might have been the first to introduce the idea of using coins (instead of spelling words, like in the Larry Becker's routine for example) to decide on the number of cards to be transferred. It was described in his effect Complete Match published in The Magic #42 and Steve Beam's SACT Vol. 7 |
