Though perhaps not in the same category as others mentioned, Fred Kaps was the first that came to my mind.
My ex-cat was named "Muffin". "Vomit" would be a better name for her. AKA "The Evil Ball of Fur".

Although I realize this surely dates me: #1 - John Scarne.
According to Wikipedia, "Scarne was often proclaimed by experts, magicians and editors of the time to be the greatest card manipulator of all time." My personal #2 would then be Richard Turner.

Shouldn’t Neil Foster be up there in terms of card manipulation? I assume it refers to classical manipulation.

Yes, that's the question. What does the OP specifically mean by card manipulator?
Someone who does the traditional split fans and other lovely flourishes? Someone who does gambling sleight of hand? Someone who does card magic sleight of hand? Someone who does card magic? All, some, none of the above?

I've decided top five lists are too limiting. I always leave out people who deserve to be on a short list.
Ricky Jay, more than anyone else, made me want to DO magic and I think 52 Assistants is the greatest performance ever filmed. Dai Vernon elevated the game and without him there may not be a Ricky Jay, at least as we know him. MANY wouldn't be the same without Vernon. Juan Tamariz brought card magic into the stratosphere. And many people have taken what Vernon and Tamariz (and Miller and Scarne and Marlo and Hofzinser and Malini, LePaul et al) did and become great in their own right. People like Dani DaOrtiz, R. Paul Wilson, and others I've mentioned. How can I leave any of them off the list? But how could I delete any of the others to make room for them? I'm certain even now there are plenty who aren't springing (pun intended) to mind who should. Christian Chelman is legitimately great with a deck of cards. Ackerman. I'm sure if we're talking card manipulation then some of those cardistry jugglers should get some sort of credit. Limited lists are limited.

There are too many to remember accurately after 50 years in magic and many I have never seen in person.
Although I have only seen him online, I think Derek DelGaudio should be somewhere on the list. |

Paul LePaul should probably be mentioned.
And Ed Marlo. |
