I looked at the link, but it doesn't say what the fees are. I think you'll be able to get more support with some additional information.
The Covent Garden website doesn't give any details. Currently it looks like you just need a busking license which seems reasonable.

I just did a search, I can't find anything recent, but the AI search said that busking was suspended in Covent Garden as of March 2026!

(being controlled due to their noise levels),
