I'm asking on behalf of someone who would like to register. Where is the "register" button that was mentioned in the FAQs?

From time to time, new registrations are temporarily restricted. There are several reasons for this. Tech issues might be being worked on or in some cases, previously banned members try to reregister under a variety of names. There have also been situations where bots overrun the Cafe with registrations.

Whatever the reason, it is only a temporary situation and when resolved, the new registration button will return to the upper right corner of the Log in page.
