There is no one to contact. They don't answer emails or phone calls. You should lodge a complaint through your Credit Card company or PayPal , whatever you used to send the payment. I would think there is also some federal agency that oversees internet fraud which you could contact .

Whoever owns this domain name silkmagictricks.com is either committing fraud by taking people's orders with no intention of fulfilling the orders (probably with the intention that many customers will simply give up in frustration because of all the hoops they have to jump through in the process to get a refund) OR the person who owns that website has been grossly negligent in leaving the website's e-commerce system running on auto-pilot , but they no longer have any control over it ... or perhaps that person has died or is in a memory care facility with Alzheimers ? In any case, they have left the website active with no clue to customers that they have no stock and no way of fulfilling orders, but their website commerce software is still running.
