Im looking on Penguin and see they make marked cards, as well as Elite cards. Im planning on buying the Elite cards, but Im wondering if the marked deck is already printed on the Elite cards?

Yes, the page calls out that the Marked Decks are printed on the same "Elite" stock (traditionally cut / thin crushed / etc).
