Would it not be appropriate to let the people that posted, know if they had violated some rule?

To answer your question, we do try and inform folks when a topic is moved, locked or deleted.
However, due to the large volume of posts made each day here on the Café, it's not always possible.

Regarding LOCKED topics, when you see a topic that is locked, it does not necessarily imply any wrong doing. In almost all cases, the topic is locked when it has (in the opinion of the staff) run its course, or has been answered. In either case, we lock the topic.
